Homelessness will continue to be a problem unless the financial, legal, and education for better decisions is addressed at the same time as treating the mental health and drug issue as well. Ex. - What we have going on in the US government is a Hydra with many heads. Cut off one and two more come back if you don’t cauterize the wounds. You have to cauterize the wound (interconnections between issues) so that the hydra has one less head (the problems you aim to solve).
