He's RIGHT!
Sorta.
If addicts must ingest their debilitating drugs (notably fentanyl), the government SHOULD accommodate them.
Give them free, unlimited drugs of any potency.  Provide basic food and bedding. Provide "up and out" treatment IF the addict desires help.
The only requirement is that the addict must STAY in a guarded compound. They cannot EVER leave until they pass X drug tests X weeks apart.
