@addp1988 @AdHaque110 The functions in the 2nd paragraph are normal for any government. If aid comes from across the world, the govt will participate in assessment of inventory and distribution. 

The assertion of "reviving cash flow" is speculation by the anonymous official and unsubstantiated.
