The big industrial conglomerates hired all the software engineering talent and gave them high paying jobs to build and maintain old software for their specific companies. That talent never got fired and thus never had enough time on their hands to create their own companies. And they were all under bosses who were XX to XX years older, meaning they never got the opportunity to make strategic decisions. Now the software-as-secondary-system is ingrained in the culture.
