essentially the same team, yeah. layerzero labs, developed stargate too, and it's built on top of the layerzero protocol. so, when a user initiates a transfer on stargate, the stargate app uses layerzero's infra to send a message to the destination chain, instructing it to release the corresponding funds from its liquidity pool
