tags not only help with adding context - they're also important in *removing* context

right now Scout's default behavior without tags is:

• maximum context (use everything in the app until you hit context window)
• invoke a general agent (no specialization)

lms pay attention like humans - if you give them too much, they can lose focus

tags help Scout focus
