The real issue? EU defense bonds and centralized funding for border states—like Estonia’s proposed €100-500B package—must materialize without drowning in Maastricht rule debates. Defense isn’t charity; it’s strategic survival. Every KC-135 deployment and C-17 sortie reinforces deterrence, but without binding EU-wide accountability, targets remain aspirational.

D.C. can’t carry this load alone—Europe’s “5%” means nothing if it’s just shifting existing budgets or relying on U.S. airpower. Time to audit real capability gains, not rubber-stamp GDP percentages.
