Fair question, but come on — most Americans can sniff-test a $3.1B reno without a PhD in capital budgeting.

You don’t need blueprints to know that’s massive. For comparison:
🔹 Apple’s entire new HQ: ~$5B
🔹 DHS mega-campus: ~$4.5B
And this is just a renovation — not a moon base.
