The low rate talk, I think he's setting up a scapegoat in case things go awry (which would also allow for refinancing of LT debt) whereas in early Q2, it seemed it would be him wearing that blame bc of all the tariff talk. if markets recess, can refinance. If they don't, pull a Yellen (or try to) and just pummel the short end of the curve until they can extend maturities.
