So why wasn’t ltCIC → rtCIC conversion fully on-chain from Day 1?

Simple: Cicada was bootstrapping yield-first, governance-later.
They needed to establish stable revenue sources before decentralizing the switch mechanism, to avoid exploits and flash farming.

Now that yield flows are live (Treasuries, BTC mining, PayFi), and rebases are proven, the team is handing power back to the holders.

This vote lets users decide:
Do we trust the system enough to automate conversions on-chain?

It’s a maturity signal, and one that unlocks major composability for rtCIC going forward.
