HR X (big ugly bill) lets Trump put his former defense attorney in charge of DOJ and send him to meet Ghislaine Maxwell - a potential threat to Trump - under legal cover. Despite conflict of interest. It's a legal cover-up, because HR X is legalizing power abuse.

Under HR 1, DOJ independence is stripped (Title IX & X). 
Trump, as president, effectively commands prosecution, investigation, and legal interpretation.

The public is fed a narrative of "law and order" while the law itself is neutered.

The US then and now:
The Constitution said no one is above the law.
HR X says one man is the law.
