I mostly agree with your assessment. I would say that Obama (and his operatives) are not tied to Russian interference, but there is quite a bit of evidence that Obama and his operatives are tied to the Trump-Russia conspiracy hoax. 

At this point, the intelligence and evidence gathered has been turned over to the DOJ and they will have to assess if any individuals should be indicted. 

The saga continues.
