It literally doesn’t even say that in the screen shot, it says “investigation” no where does it require that an investigation has to have any evidence at all. That’s doubly untrue, because in Canada, you don’t press charges in most federal criminal cases, the police decide if charges should be pressed, not the victim. Are you American? Please don’t comment on ours countries laws if you do not know them.
