🔹 Major focus this week: L3 Rollup w/ $COR as gas & integrating CognitiveLevel / NodeLevel and SLA-aware routing
🔹 SessionPayment iteration is slightly pushed - flow works, but deeper polish will follow in Phase #5

This tradeoff lets us solidify node classification, task targeting, and L3 stack before tightening payment logic.
