Like everyone Serbia held most of its gold abroad, trusting foreign banks more than it trusts itself. I am not sure XXX% of the gold can be repatriated though. Some gold has to be kept in foreign banks as collateral for foreign trade. A Serbian bank might have to insure some export/import transaction (via Central Bank reserves), and the best, sometimes only way, to do that is to provide some gold with a third party as collateral. But that can be a few hundred million USD worth of gold for Serbia to cover a month or two of trade.
