@IamamishTv @captgouda24 @davidslifka X.  My main point, that I may not be making very well, is that saving enemy state citizens out of moral obligation to humanity cannot be a factor for a nation state when deciding how best to protects its citizens from the said enemy state. But other consideration might apply.
