A new resolution introduced in the French National Assembly by MPs Laurent Wauquiez and Alexandra Martin expresses strong support for Armenia’s ongoing peace efforts with Azerbaijan. It calls for the immediate release of former political, military, and civilian leaders of Artsakh (Nagorno-Karabakh), currently held as hostages in Azerbaijan, and proposes establishing a strategic partnership between France and Armenia.

The resolution highlights Armenia’s demonstrated commitment to peace since the end of hostilities in late 2023, citing its adherence to international law and sincere efforts to foster regional stability. It stresses that any future agreement must be based on key principles, including sovereignty, inviolability of borders, non-use of force, the right of return for displaced persons, and the protection of ethnic and religious minorities.

Despite these positive developments, the resolution expresses grave concern over the ongoing displacement of Armenians from Artsakh and the conditions under which its former leaders are being held. It condemns Azerbaijan for violating international humanitarian law and the Geneva Conventions, particularly regarding the denial of fair and transparent legal proceedings.

Positioning France as a historic ally of Armenia and a central player in international diplomacy, the resolution urges French leadership to actively support the peace process and advocate for the hostages’ release. Their continued captivity, it warns, is a major obstacle to reconciliation and a persistent injustice.

The resolution also calls for an independent international investigation—under the United Nations or a similarly credible authority—into the treatment and legal status of the Armenian hostages. It emphasizes the need for accountability for breaches of humanitarian law.

Finally, the resolution asserts that these prosecutions are part of a wider Azerbaijani policy aimed at eliminating Armenia’s historical and cultural presence in the region, including through the forced displacement of the Armenian population of Artsakh and the destruction of Armenian heritage sites in areas now under Azerbaijani control.
