European Union member states approved a package of counter-tariffs of up to XX percent on $109-billion of U.S goods -- that would take effect from August X if no trade deal is agreed upon. 

It comes after U.S. president Donald Trump threatened to increase the EU’s blanket tariff rate to XX% by August X - if no deal is reached by then. The EU’s measures would only come into effect by that same deadline.
