Yes. But, it's much more expensive and slower than other chains. So, for the vertical of "stablecoins as payments", Ethereum is way too slow and expensive to be suited for that; along with no privacy.

Not neccessarily. Posting blob data costs ETH. L2s are free to use whatever they want for their gas token on their own chain.

Definitely not cheaper and performant compared to other chains optimizing for speed.

My point is that dormant TVL, which rarely moves around, does next to nothing to accrue value to ETH. (I say this as someone with XXX% of my on-chain value sitting on Ethereum)
