I'm torn on this term. Our HW3 Model X does FSD very well. The issue I have is how the vehicle feels during FSD operation. @Speenuh can attest to this, because it is difficult to verbally explain, because it is pure feeling. Our Model X, while on FSD (doesn't do this in AP, or during manual driving), hesitates, micro hesitates, CONSTANTLY. It went away for a bit when XXXX was released, but it has come back. It's just annoying. It doesn't make FSD unreliable, but it makes it uncomfortable, because it feels so stupid. If it wasn't for that, and the steering wheel nag, I wouldn't have any issue on HW3, nor my Wife. She has to sit in the vehicle, an hour to work, an hour back home. Sitting in a vehicle that constantly has these relentless micro hesitations for that amount of time negates the benefit FSD provides. She ultimately uses AP, instead, for XX% of her drive. I use FSD for our inner city driving, but I tolerate the micro hesitation, the whole time.
