@PrototypeWright @Astrochologist Russia does the same thing. They are just bad at nation building. The US(not europe) is actually good at nation building for allies. Allies who stay the course. We see this South Korea, Japan, Singapore, Germany, Mexico. Everybody has terms and conditions. Some better than others
