Depends on the situation. Sometimes a transaction gets stuck and in that case we can usually trace it and unstick it. 

A cross-chain transaction can include gas on the source chain, gas on the interop protocol (AXL) and gas on the destination chain. Axelar Gas Service makes all this seamless or invisible to the user by converting from source-chain gas token into AXL and destination-chain gas token, under the hood

Occasionally, a transaction fails due to a problem on the destination chain, such as flawed execution logic. In that case, the source chain state change has already occurred and that gas cannot be refunded. But a portion of the AXL paid for cross-chain leg can be refunded. And the destination chain gas was never charged.
