I understand that @fundstrat is babbling that word salad gibberish on TV, but it doesn't actually mean anything.

Issuing stablecoins on any particular chain has absolutely zero relationship to needing to acquire and stake any amount of gas tokens for that chain. Those are entirely orthogonal relationships.

X. Tether, the world's largest issuer of stablecoins who has issued $XXX billion dollars' worth of stablecoins, owns zero ETH and it cost them ZERO ETH to issue that supply.

X. Creating a token contract on a chain has zero cost. You don't need to own any ETH to mint stablecoins on a chain.
