Now, Kagame has named him Prime Minister. In most democracies, a criminal record and prison break would end a political career. In Rwanda, it seems to be a qualification - provided you're loyal to the regime. This appointment isn't about competence or redemption. It’s about obedience. Nsengiyumva is also listed as a registered member of the @Rncongress - RNC, an opposition group #Kagame deems “terrorist.” That affiliation would land others in prison or exile. But for Nsengiyumva, it was never a problem - again, because loyalty, not law, defines Kagame's power structure. Kagame, himself accused of war crimes and fueling conflict in eastern #DRCongo, has built a system where disgraced officials are recycled and rewarded, not purged. Integrity and public trust are irrelevant. What matters is personal allegiance. This is not an isolated case. Across Rwanda’s government, military, intelligence, and business elite, many of Kagame’s closest allies have been implicated in scandals - from embezzlement to political repression to regional war crimes. Yet they remain protected or promoted as long as they serve his interests. Rwanda is not a meritocracy. It is not a transparent state. It is a tightly controlled autocracy where power flows through loyalty to one man.
