This is an empty threat by @POTUS 
The last thing Elon needs is government subsidies for Space X or @Starlink . As the war in Ukraine proved, the US depends on Starlink.

And as the rescue mission by @SpaceX  to save the astronauts stranded for months by Boeing and NASA only Elon has the lift capacity to work in space. The US needs Elon and Musk has all the leverage.
