It’s just a theory. 

According to the FBI, the material seized from Epstein’s Manhattan home was organized, some of it in binders. 

The concern is that he created one or more backups, which have not been located. Trump cannot have a selective release of material because someone with a complete backup could prove what was done. They are meeting with Maxwell, in part, to determine if backups exist and where they might be.
