The first will likely incorporate a much larger fleet of vehicles but with safety observers in the cars. The second will increase the vehicle fleet again, but with most of the safety observers in the car removed. As a reminder, the combined metro areas of both Austin and San Antonio, which almost are joined together along I-35, including Buda, Kyle, San Marcos and New Braunfels, is almost XXX million people. Perhaps continuing the expansion further to encompass all of this would make sense for @Tesla over the next year?
