Even water is not that much of an issue.
I think X truckloads of water for 25MW initially, and then a 1-2% top-up yearly. 
That can all be done remote, so even that's not a big factor for either location.
But I agree that power price is higher, and there are more non-attainment zones, local govt regulations, and less room to build.
