Yet another mega thread. 

It hinges here.

A ‘requirement’ to build a battery was actually bestowing lucrative rights, approvals, grid access.  

A kick-back, not a cost. 

I suspect a smart player super-sized the battery, and rushed it, to collect a massive federal tax offset.
