3/n TEE-Boost: Decentralizing the Block Construction Process

In the Ethereum ecosystem, Trusted Execution Environments (TEEs) have been introduced as a potential solution to the centralization challenges of MEV (Maximal Extractable Value).

In the TEE-Boost model:

- The Relay role is removed entirely.

- Builders run their block-construction logic inside TEEs, and use remote attestation to prove that the block was generated correctly and securely.

- Proposers interact directly with multiple Builders, selecting the block header with the highest tip and signing it.

After receiving the signed header, the selected Builder then reveals the full block to the proposer for final broadcasting.
