Both in substance and structure, Project 2025 is deeply embedded in HR1. Entire sections of it are effectively lifted into law - not just aligned, but legislated word for word.
The REINS Act, Schedule F, and the repeal of Chevron deference appear almost verbatim in Titles IX and X. P25's "Four Pillars" - family-centered governance, dismantling of the administrative state, nationalist economic policy, and rollback of civil and constitutional protections - are fully executed in HR1.
