@carney @JoshRosner Wrong. Section 5.3(b) at the bottom of page X shows a specific way for FnF to exit conservatorship without going through receivership.

If FnF build enough capital, FHFA can release FnF from conservatorship (w/o receivership) on its own w/o UST approval.
