UNRWA is run by Hamas so the aid trucks were handed to Hamas when the UN was running the show and the UN warehouses are guarded by Hamas (still). So the risk of clashes was lower when cooperating with Hamas. 
If they cooperate with Israel, Hamas will be attacking them and they have been attacking people at the GHF sites.
