Europe GenAI: Enabling Industry Opportunities in Europe with the Rise of Agentic AI
Morgan Stanley (A. Wood, 2025/07/21)

Morgan Stanley believes that as AI evolves into the Agentic phase, Europe will play an AI enabler role in key industries such as capital goods, semiconductors, and software, driving value transfer and addressing structural labor challenges.

Europe GenAI Market Space Could Reach $160-195 Billion
Based on its global AI framework estimates, Morgan Stanley projects that the global GenAI market will reach $XXX trillion by 2028. Of this, the European market could reach $160-195 billion, covering enterprise software (approx. $XX billion) and consumer/internet sectors (approx. $102-137 billion). Although Europe's share of AI enablers is lower than North America's, many industry-leading enterprises are expected to emerge in the future.

Agentic AI Becomes the Next Stage of AI Evolution, Driving Full Automation of Workflows
Morgan Stanley points out that Agentic AI goes beyond the efficiency gains of current generative AI, moving towards end-to-end automation of enterprise workflows. This is expected to convert a portion of human expenditure into technology investment and help address the demographic imbalances faced by developed countries, providing a new framework for long-term enterprise resource allocation.

Three Key Industries are Core to European AI Enablement: Capital Goods, Semiconductors, and Software
Companies such as ASML, Infineon, Schneider Electric, Legrand, and Siemens Energy play critical roles in data center infrastructure. In the future, the software layer will become a core value-added segment. Companies like SAP, RELX, and Sage Group are expected to unlock greater AI dividends in industry applications, customer interaction, and workflow embedding.

Europe's AI Investment Active, Disclosed Total Investment Plans Exceed €355 Billion
Although Europe's AI path is primarily application-driven, several countries have recently announced large-scale AI infrastructure and ecosystem investment plans, including the EU's InvestAI (€200 billion), France (over €100 billion), and the UK (approx. €40 billion). Star projects like Mistral AI and Helsing have also emerged, with European AI startups raising approximately €11 billion in funding in 2024.
