President Trump has said that we will have to pay tariffs to foreign countries, but I heard that this is just a way to deceive his own people who don't understand tariffs. 
It is Americans who will bear the cost of the price increase caused by the tariffs, but that would not be well received, so he is using wording that gives the impression that foreign countries will bear the tariffs.
