Out of more than XXX current CBS employees, only two are known to belong to the Digil/Mirifle clan - two of whom hold a low-level position, and one is reportedly a relative of the Speaker of the House of the People. This pattern of tribal exclusion constitutes nothing less than apartheid-style governance in our national financial institution. It is a violation of both the Federal Constitution of Somalia and the principles of equity, diversity, and inclusion that are foundational to any democratic state. It also undermines public trust in the civil service and discourages highly qualified Somali professionals from contributing to national development. This is not just a hiring injustice, it is institutionalized tribal exclusion tantamount to ethnic discrimination and structural apartheid. Your Excellency, this is not just a matter of one young man being excluded. This is a mirror held up to the state. The Central Bank of Somalia - a cornerstone of economic policy, monetary stability, and national trust - has become a vehicle of injustice and tribal elitism. We are witnessing the de facto exclusion of an entire Somali community from national service through informal, illegal, and unconstitutional means. Violations of Somali Law the actions and policies of the CBS leadership - namely the Governor, General Manager, and Executive Director - constitute direct violations of multiple binding legal provisions, including Provisional Constitution of the Federal Republic of Somalia (2012) Article XX – Equality Before the Law, Article XX – Fairness in Employment and Labor Rights, and Article XX – Powers and Responsibilities of the Federal Government. The government has failed to enforce equity and constitutional oversight over CBS hiring practices. Article XX – Human Dignity. Covenant on Civil and Political Rights (ICCPR) Somalia ratified this treaty on October 24, 1990. Article 26: CBS has violated this provision by systematically excluding candidates based on social origin and clan affiliation. United Nations Charter (Article 1.3) Somalia, as a member state, has pledged to “promote and encourage respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion.” Universal Declaration of Human Rights (UDHR) Article 21(2): “Everyone has the right of equal access to public service in his country.” Employment in the Central Bank is a form of public service, and denial of such access on tribal grounds violates this universal principle. Your Excellency, It is profoundly distressing that while this young, competent Somali from Baidoa is denied his rightful opportunity to serve, those entrusted with defending the marginalized - particularly the Speaker of the House, Sheikh Aadan Mohamed Nur (Aadan Madoobe) - have instead chosen to terrorize their own Shirmooge community for political gain. Rather than standing up for the rights of Digil/Mirifle youth like Mr. Joe Doe, the Speaker has focused his energy on self-enrichment through under-the-table contracts awarded to a Somali company implementing a USAID-funded project in Hudur, Bakool - his own hometown - and by overbilling UNDP using invoices from his privately owned hotel in Baidoa. This blatant lack of support for Digil/Mirifle youth, coupled with the Speaker’s interference in the internal affairs and terrorizing of the Shirmooge community, are key reasons why many young people feel abandoned by the state and turn to Al-Shabaab, believing it to be their only path to justice. When justice is absent and tribal bias prevails under your leadership, Mr. President, it should come as no surprise that more communities will continue to fall into the hands of Al-Shabaab. This silence is complicity. And it must end. As a representative of the Somali people, I formally and urgently request that an independent investigation be launched into the apartheid-style recruitment practices at the Central Bank of Somalia, particularly relating to tribal discrimination and abuse of authority in hiring processes, the employment decision in Mr. Joe Doe’s case be reviewed with transparency, merit, and fairness in mind, and that reparative measures be taken including reinstatement into the recruitment process or an equivalent opportunity, a comprehensive diversity and inclusion policy be mandated for all federal institutions, especially the CBS, with regular audits to ensure representation of all Somali communities in line with the constitution, Senior CBS leadership be held accountable, including the Governor, General Manager, and Executive Director, if found complicit in systemic discrimination or misuse of office, and the Somali Parliament be granted oversight into recruitment and employment data for all federal institutions to monitor and address inequalities. We cannot build a just and prosperous Somalia while perpetuating clan-based exclusion, especially in our core state institutions.
