Title: [Constitutional] AIP: Disable Legacy Tether Bridge 

Summary: This Arbitrum DAO proposal aims to disable the legacy USDT bridge on Arbitrum One, now that the new USDT0 bridge is the preferred option. The legacy bridge has a slow seven-day withdrawal delay and poses risks to smart contracts. The proposal involves executing a smart contract action to disable the legacy USDT gateway on the L1GatewayRouter. If approved through a Snapshot vote, the proposal will be combined with other maintenance proposals for a joint Tally vote and then implemented on-chain. The timeline includes a forum post, a temperature check, a joint Tally vote, and a post-vote waiting period before the legacy bridge is disabled, with all transactions to the legacy bridge reverting.
