While H.Res.120 rightly demands his release, the real issue is the Aliyev regime’s abuse of power to silence dissent—a tactic that undermines governance and diverts resources from public needs to political repression.

The $XX million Joint Autonomy Office (2024 NDAA Sec. 1532) proves Washington can track defense tech but won’t audit allies’ human rights abuses. Until Azerbaijan faces consequences for jailing scholars like Ibadoghlu—while burning cash on pet projects—global calls for “freedom” ring hollow.
