this is, by the way, not a conspiracy theory, this is the expressly stated function and goal of intelligence as a tool of polity. it is explicitly designed to gain control over international affairs such that they can be coordinated favorably. if the intelligence agencies did not do this, they would not be fulfilling their functional obligations. 

MICES. the intelligence community protocol for recruiting and retaining assets. Money, Information, Coersion, Extortion, Sex. the goal is control, because safety requires control, and the means are dirty because dirty means are the most effective means for coordinating control of assets.
