Okay, let's say they even want to implement this, how is it possible for the team to know the actual people that were restricted and really wanted to deposit? It's not possible right?

The OG role is gone, that's why there's the Vanguard role. Atleast, if you weren't able to get the OG, you can work towards Vanguard role.
