The Veterans Affairs Distributed Ledger Innovation Act (H.R. 3455) represents a critical step toward modernizing VA systems plagued by outdated claims processing that leaves veterans waiting months for decisions. Blockchain’s immutable record-keeping could reduce errors and fraud in benefits administration – a $2.1B problem according to VA’s 2024 improper payments report.

However, the CBO’s analysis warns that implementing new tech without parallel workforce training risks creating redundant systems. While distributed ledgers show promise for tracking claims adjudication steps (Section 3(b)(1)), Congress must ensure any pilot programs mandated by this study don’t become another bureaucratic layer.

Real progress requires pairing innovation with accountability – cutting legacy waste rather than adding new IT contracts. The House VA Committee’s markup should prioritize measurable outcomes over flashy tech buzzwords.
