It’s better for the government to take back some of the stolen money now XX% than to waste years in court trying to convict the people involved, only to possibly get nothing in the end.

Rich and powerful people can drag cases for years using top lawyers. So instead of focusing only on punishment, the government chose to recover the money quickly. It’s logic
