What would entail "USDV success" and "retail explosion?"

Would institutions need to start buying & holding USDV for it to be successful?

Will retailers in Thailand be using PromptPay or 7Eleven to be utilizing Velo Labs tech in QR Code payments?

What news would the BOT do that will bring about higher mass adoption? I know they have that Phuket sandbox for crypto-to-fiat.
I had followed the 10k digital Thai baht rollout a while ago, but I think it got put on the back burner.
