The seeds were sown with the aftermath of the Civil War, one of the unintended(?) consequences of which was the inversion of the relationship between the states and the federal government. Before the Civil War, the federal government existed at the pleasure of the states, which were free to leave when they felt that being part of the United States no longer served them. After the north forced the southern states back into the union (against their will), the states became subservient to DC. While the freeing of the slaves was absolutely a Good Thing™, the inversion of the federal/state relationship most definitely was not. It began the conversion of the distributed system of government envisioned by the Founding Fathers back into an old-world style top-down monolith. The coffin was built in 1913 with the creation of the Federal Reserve, the income tax, and changing senators from being appointed by state legislatures to being directly elected (and thus making their elections more easily buyable by special interests - no more need to convince over half of a state legislature to give you the senator you wanted). The downhill slide has only accelerated since.
