Not really no, much more complicated. The real issue is what comes next, as Nvidia canvassing of Chinese customer for H20 is likely to reveal preference for something different, given that H20 is downgraded version of H100, which is not pretty far from cutting edge. The bigger issue is that there is no one driving the technology policy train in the administration, and establishing a more coherent policy that preserves some flexibility for controls but avoids unnecessary collateral damage requires decisionmakers with a deeper understanding of a complex and fast changing industry and supply chains. None in sight right now...
