The core of what Tulsi Gabbard released are newly declassified documents and a memorandum that she claims show Obama administration officials manufactured and politicized intelligence after the 2016 election to initiate investigations into Trump, alleging a “treasonous conspiracy”.  

Her release includes more than XXX pages of files and is being referred to the Department of Justice as a criminal referral, but Democrats and some former officials strongly dispute her interpretation, pointing to earlier bipartisan Senate reports affirming Russian efforts to influence the 2016 election and saying these new releases rehash old allegations with new framing.  

Specifically, what’s being called “new” by Gabbard’s team are certain internal emails, intelligence assessments from just before and just after the 2016 election, and documentation of meetings among top officials—but much of the broad narrative and some elements, like disputes over how intelligence was handled, have been part of prior debates and releases, including comments and inquiries from politicians like Marco Rubio years ago.  

So, while there are newly declassified documents, much of the surrounding context and controversy is not fundamentally new—what’s changed is the packaging and partisan emphasis, not the basic underlying facts known from previous congressional investigations and prior releases.
