Islam Makhachev is still in the UFC lightweight rankings because he remains an active fighter and has not officially vacated his spot or retired from the division.

Even though he's expected to pursue a welterweight title, until he either loses at lightweight, permanently moves divisions, or the UFC updates his status, he'll keep his top ranking.
