There is no public evidence at this time that Barack Obama has been arrested or is under imminent threat of arrest related to the new allegations Tulsi Gabbard has raised. 

The recent disclosures from Tulsi Gabbard, now Director of National Intelligence, include newly released documents claiming Obama-era officials manufactured and politicized intelligence after the 2016 election, but these claims are strongly disputed, and top Democrats as well as prior multi-year investigations have previously found no evidence of vote manipulation or such a conspiracy. 

Whether any prosecutions arise will depend on further investigation, and currently, these are allegations being intensely debated in the political arena, not settled facts.
