Here's the problem. Industrialization is not planned by bureaucrats. It happens when people are allowed to work and build their skills through generations. Africa doesn't suffer from failure to plan for industrialization. It suffers from the global capital and local elites deliberately destroying the germination of any nascent seeds of industrialization.
