That's the value accrual that XRP holders get for giving billions of dollars to Ripple, which they use to enrich Ripple Labs shareholders, while returning zero value to the XRP token. 

Ripple uses their money to do buy backs of Ripple Labs shares; not create any value for the XRP token.
